this happens because of the elements in nature,rain,sun ect. and the gunk from the road. not sure if there is a way to completely prevent but you could try cleaning them every 3-4 days with something like Thunderblaster from Dollar General or Windex. Personally I use the Thunderblaster it works better.

Plastic headlamp glass units have special bulbs. They are called Low UV bulbs and they are designed to stop the lens from clouding.
Most mechanics do not know about these bulbs and fit normal bulbs when replacing blown ones.
